PWD ID QUALIFICATIONS – Here is a guide on who are qualified to get an ID issued for Persons with Disabilities under the Department of Health (DOH) guidelines.

The people who have disabilities in the Philippines may apply for the PWD ID which is issued by the Persons with Disability Affairs Office or the city/municipal Social Welfare and Development Office where the person lives.

The PWD ID qualifies a person to the many discounts and privileges which include VAT exemption, express lanes, and purchase and dining discounts. Through the renewable ID which has a five-year validity, the government wants to make a lot of things and processes easier and more affordable for people who have disabilities.

Who are qualified to apply for the cardholder? There are PWD ID qualifications set by the Department of Health (DOH). The ID application is for the following:

  • Individuals with psychological disability including depression, bipolar disorder, Attention Deficit Hyperactivity Disorder (ADHD), and other long-term and recurring mental and behavioral issues.
  • Individuals with learning disability inclucing those that hinder learning reading, Math, writing, and other basic skills
  • Individuals with hearing disability
  • Individuals with disability from a chronic illness such as blindness due to diabetes, orthopedic disability caused by cancer, and other health conditions
  • Individuals with speech impairment
  • Individuals with mental/intellectual disability
  • Individuals with visual disability like eyesight problems that cannot be corrected
  • Individuals with orthopedic disability including those who have dwarfism

In applying for the ID, there are documentary requirements in applying for PWD ID in the Philippines that must be prepared and submit to any of the following offices:

  • Persons with Disability Affairs Office (PDAO) of the city hall or municipal hall
  • Office of the Mayor
  • City/Municipal Social Welfare and Development Office
  • Office of the Barangay Captain
  • City/Municipal Health Office or its satellite offices
  • NCDA office (for urgent cases)
