The Philippines is one of the countries across the globe that is usually hit by natural calamities most especially typhoons as it lies in the Pacific Ring of Fire. Sadly, many Filipinos are living in residential properties that are not strong enough to withstand the severe flooding in flood-prone areas.

Furthermore, the country is also facing a lot of issues with regards to the supposed anomalies flood control projects in the different regions across the nation. The Filipinos are faced with an alleged multi-billion flood control corruption when typhoon Tino and super typhoon Uwan recently hit the country.

The Philippines is currently under a national state of calamity which was declared by President Ferdinand “Bongbong” Marcos after typhoon Tino left Cebu and Negros province devastated. Several families in Cebu and Negros were left homeless and over 200 people died due to the massive flooding in the different cities.

Pres. Bongbong Marcos previously apologized to the flood victims and assured them of the help of the government. In the case of the Filipinos who are members of social insurance institutions like the Government Service Insurance System (GSIS) and the Social Security System (SSS), they have calamity offers that they can turn to.

Aside from the GSIS Emergency Loan and the SSS Calamity Loan Program, the Filipinos who are living in calamity-stricken areas may also avail the DSWD Emergency Cash Transfer or also known as the ECT.

The DSWD Emergency Cash Transfer is an “adaptive strategy in bridging the gap between immediate disaster relief, humanitarian response, and early recovery support in disasters and emergencies by providing unconditional cash assistance to disaster-affected families that require intervention” as per the government agency. It is a post-disaster intervention that is released through cash transfers to the families affected by calamities.

The ECT was designed to bridge the gap between the relief assistance and the aid for the recovery of those who are affected by the calamity. Through it, the social welfare department aims to:

  • address varied survival needs of victims
  • assist the victims in the purchase of medicines and other health care needs, including more nutritious food
  • help the victims immediately undertake the repair of damaged shelter and/or main sources of income

According to the social welfare department, the DSWD Emergency Cash Transfer is implemented together with the general distribution of food and non-food items or NFIs. Through it, the assistance is extended to the victims with lesser administrative costs and it also boosts the early revival of the markets.

The DSWD stated that the Emergency Cash Transfer or ECT may be done simultaneously in areas affected by the disaster. The state-run agency also noted that the assistance starts only with operation markets. There are a few DSWD ECT requirements to avail the aid.
