- a woman who did not intend her pregnancy but chose to nurture and raise the child
- a person left alone with the responsibility of parenting due to the death of a spouse, legal separation, physical or mental incapacity of the spouse, or the spouse is detained or serving a sentence for a criminal conviction
- any additional person who look after a child or children as parents
