REQUIREMENTS FOR 4PH PROGRAM – Here are the qualifications and the documents that locally-employed Pag-IBIG members must submit to apply for the Housing Loan offer.

There are countless Filipinos who are members of the Pag-IBIG Fund. Through the years, more and more loans are becoming available to the members of the Fund. One of them is because of the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program.

The Pambansang Pabahay Para sa Pilipino Housing (4PH) Program is a program of the Department of Human Settlements and Urban Development (DHSUD). Through it, owning a house for the Pag-IBIG members is so much affordable.

Requirements for Pag-IBIG 4PH Program

The 4PH program boasts affordable housing units because of the price subsidy. It is open for Pag-IBIG members who meet the following qualifications for application:

  • a nominee of the local government unit (LGU) and DHSUD based on the prioritization of the beneficiaries in accordance with the following:
    • a first-time homeowner (Non-first-time homeowners may still apply for the Housing Loan offer provided the interest subsidy will be waived
    • within the low-income classification
  • active Pag-IBIG member with at least 24 months savings
  • not more than 65 years old at the time of the loan application but not more than 70 years old at the time of the loan maturity
  • has legal capacity to acquire and encumber real property
  • has passed the satisfactory background/credit and employment/business checks
  • has no outstanding Pag-IBIG Short Term Loan (STL) in arrears at the time of application
  • has no Pag-IBIG housing loan foreclosed, cancelled, bought back, or voluntarily surrendered

The loan offer is open for both salaried and non-salaried members of the Fund. Here are the requirements for 4PH Program application in the case of locally-employed Pag-IBIG members who want to apply for the offer:

  • two (2) copies of completely filled-out Housing Loan Application Form
  • one (1) valid Identification Card with photo and signature
  • updated Real Estate Tax Receipt/s as of the quarter immediately preceeding the date of application
  • Health Statement Forms
  • proof of income:
    • Certificate of Employment and Compensation (CEC) stating the gross monthly income and monthly allowances or the monetary benefits that you receive every month; it must be duly-signed by an authorized signatory of the employer
    • Latest Income Tax Return (ITR) for the year prior to the date of the loan application with attached BIR Form No. 2316 duly-acknowledged by the Bureau of Internal Revenue (BIR) or an authorized representative of the employer
    • one-month payslip within the last three (3) months prior to the loan application; it must state the name and signature of the authorized signatory of the employer

Step 1 — Coordinate with your local government unit (LGU) so you will be listed as a beneficiary under the Pambansang Pabahay Para sa Pilipino Housing or the 4H Program.

Step 2 — Ask the LGU about the projects of the 4PH Program in your place. Choose your desired program and submit the requirements set by the LGU in the pre-qualification assessment.

Step 3 — Prepare the Pag-IBIG Housing Loan Application. The LGU will submit the list of qualified applicants to Pag-IBIG Fund for the Pag-IBIG Housing Loan assessment and processing to start.

Step 4 — The LGU will conduct a pre-qualification assessment to finalize the official list of the 4PH beneficiary.
