REQUIREMENTS FOR 4PH PROGRAM – Here are the qualifications and the documents that overseas Filipino worker (OFW) Pag-IBIG members must submit to apply for the Housing Loan offer.
Have you heard about the Pambansang Pabahay Para sa Pilipino Housing or the 4PH program of the Department of Human Settlements and Urban Development (DHSUD)? The entity behind the program is in partnership with the Pag-IBIG Fund.
The Pambansang Pabahay Para sa Pilipino Housing or the 4PH program is not only open for the locally-salaried and the non-salaried members of the Pag-IBIG Fund. Even overseas Filipino worker (OFW) members of the fund may also apply for it.
Who are qualified to apply for the 4PH Program? Like in any other loan offers of the Fund like the regular Pag-IBIG Housing Loan, there are also qualifications under the 4PH Program.
Here are the eligibility requirements that an applicant of the 4PH Program must meet in applying for the loan offer:
- a nominee of the local government unit (LGU) and DHSUD based on the prioritization of the beneficiaries in accordance with the following:
- a first-time homeowner (Non-first-time homeowners may still apply for the Housing Loan offer provided the interest subsidy will be waived
- within the low-income classification
- active Pag-IBIG member with at least 24 months savings
- not more than 65 years old at the time of the loan application but not more than 70 years old at the time of the loan maturity
- has legal capacity to acquire and encumber real property
- has passed the satisfactory background/credit and employment/business checks
- has no outstanding Pag-IBIG Short Term Loan (STL) in arrears at the time of application
- has no Pag-IBIG housing loan foreclosed, cancelled, bought back, or voluntarily surrendered
There are varying requirements for the PH Program application. In the case of the overseas Filipino workers (OFWs), here are the documents that the Pag-IBIG Fund requires for application:
- two (2) copies of completely filled-out Housing Loan Application Form
- one (1) valid Identification Card with photo and signature
- updated Real Estate Tax Receipt/s as of the quarter immediately preceeding the date of application
- Health Statement Forms
- proof of income:
- Employment Contract duly certified by POEA, Philippine Consular Office at Host Country within the past 12 months
- CEC written on the Employer/Company’s official letterhead (1 original copy); or
- CEC signed by employer (for household staff and similarly situated employees) supported by a photocopy of the employer’s ID or passport (1 original copy);
- Other applicable documents as may be needed:
- Payslip indicating income received and period covered (1 photocopy)
- Valid OWWA Membership Certificate (1 photocopy)
- Overseas Employment Certificate (1 photocopy)
- Passport with appropriate Working Visa (1 photocopy)
- Residence card/permit to stay indicating work as the purpose (1 photocopy)
- Bank remittance record (1 original copy)
- Employment Contract duly certified by POEA, Philippine Consular Office at Host Country within the past 12 months
How To Apply for Pag-IBIG 4PH Program
Step 1 — Go to your local government unit. The LGU will assist you and list you as a beneficiary under the Pambansang Pabahay Para sa Pilipino Housing or the 4H Program.
Step 2 — You can ask the LGU about the projects of the Pambansang Pabahay Para sa Pilipino Housing Program in your place. You can pick your desired program. Afterwards, submit the documents required by the LGU in the pre-qualification assessment.
Step 3 — Accomplish the Pag-IBIG Housing Loan Application Form. The list of qualified applicants will be submitted by the local government unit to the Pag-IBIG Fund for the assessment and processing of the loan application.
Step 4 — The LGU will do the pre-qualification assessment for the finalization of the official list of the 4PH beneficiary.
