The Fund is undeniably most popular for its regular Pag-IBIG Housing Loan offer. It has helped countless members obtain residential properties of their own. Meanwhile, through the years, the Fund has continuously expanded its offers.

The Fund now offers a Housing Loan under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program. The program is under the Department of Human Settlements and Urban Development (DHSUD).

Under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program, there are subsidies thus, a housing loan under this offer is much more affordable. Here are the qualifications set under the offer:

  • active Pag-IBIG member with at least 24 months savings
  • a local government unit (LGU) and DHSUD nominee based on the prioritization of the beneficiaries in accordance with the following:
    • a first-time homeowner (Non-first-time homeowners may still apply for the Housing Loan offer provided the interest subsidy will be waived
    • within the low-income classification
  • 65 years old or below at the time of the loan application and 70 years old and below at the time of the loan maturity
  • with legal capacity to acquire and encumber real property
  • with no Pag-IBIG housing loan foreclosed, cancelled, bought back, or voluntarily surrendered
  • with no outstanding Pag-IBIG Short Term Loan (STL) in arrears at the time of application
  • has passed the satisfactory background/credit and employment/business checks

What are the Pag-IBIG 4PH requirements? The documents required by the Fund vary among the salaried and non-salaried members of the Fund. The offer is also open for overseas Filipino worker (OFW) members of the Fund.

In the case of locally-employed individuals, here are the Pag-IBIG 4PH requirements for application:

  • two (2) copies of completely filled-out Housing Loan Application Form
  • one (1) valid Identification Card with photo and signature
  • updated Real Estate Tax Receipt/s as of the quarter immediately preceeding the date of application
  • Health Statement Forms
  • proof of income:
    • Certificate of Employment and Compensation (CEC) stating the gross monthly income and monthly allowances or the monetary benefits that you receive every month; it must be duly-signed by an authorized signatory of the employer
    • Latest Income Tax Return (ITR) for the year prior to the date of the loan application with attached BIR Form No. 2316 duly-acknowledged by the Bureau of Internal Revenue (BIR) or an authorized representative of the employer
    • one-month payslip within the last three (3) months prior to the loan application; it must state the name and signature of the authorized signatory of the employer

Step 1 — Go to your local government unit (LGU) so you will be listed as a beneficiary under the Pambansang Pabahay Para sa Pilipino Housing or the 4H Program.

Step 2 — Inquire the LGU about the projects of the 4PH Program in your area. Pick your desired program and submit the requirements set by the LGU in the pre-qualification assessment.

Step 3 — Get the Pag-IBIG Housing Loan Application ready. The LGU will submit the list of qualified applicants to Pag-IBIG Fund for the Pag-IBIG Housing Loan assessment and processing to start.

Step 4 — The LGU will conduct a pre-qualification assessment to finalize the official list of the 4PH beneficiary.
