In the Philippines, one of the biggest entities under the government is the Pag-IBIG Fund. It is operating in the country for decades now and has been the turn to of countless Filipinos in achieving their housing purposes.
Meanwhile, what many members don’t know now is that aside from the regular Housing Loan offer of the Pag-IBIG Fund, it also has a housing loan offer in collaboration with the Department of Human Settlements and Urban Development (DHSUD). The offer is the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program.
Under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program, getting a residential property is so much affordable. There are subsidies provided for the borrowers. There are some qualifications and documentary requirements that must be passed and submitted.
Who are qualified to apply for the loan offer? Here are the Pag-IBIG 4PH requirements in terms of the qualifications in applying for the loan offer:
- active Pag-IBIG member with at least 24 months savings
- a local government unit (LGU) and DHSUD nominee based on the prioritization of the beneficiaries in accordance with the following:
- a first-time homeowner (Non-first-time homeowners may still apply for the Housing Loan offer provided the interest subsidy will be waived
- within the low-income classification
- 65 years old or below at the time of the loan application and 70 years old and below at the time of the loan maturity
- with legal capacity to acquire and encumber real property
- with no Pag-IBIG housing loan foreclosed, cancelled, bought back, or voluntarily surrendered
- with no outstanding Pag-IBIG Short Term Loan (STL) in arrears at the time of application
- has passed the satisfactory background/credit and employment/business checks
The loan offer under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program is open not only for locally-employed members of the Fund but as well as self-employed members. There are varying requirements.
If you are self-employed, here are the Pag-IBIG 4PH requirements for application:
- two (2) copies of completely filled-out Housing Loan Application Form
- one (1) valid Identification Card with photo and signature
- updated Real Estate Tax Receipt/s as of the quarter immediately preceeding the date of application
- Health Statement Forms
- proof of income:
- ITR (1 certified true copy) (BIR Form No. 1701) duly certified by BIR, Audited Financial Statements (1 photocopy), and Official Receipt of tax payment from bank supported with DTI Registration and Mayor’s Permit/Business Permit (1 photocopy) and sketch of business location.
- Commission Voucher (1 photocopy) or Certification of commission received (1 original copy) reflecting the issuer’s name and contact details (for the last 12 months).
- Bank Statements (1 original copy) or passbook (1 photocopy) for the last 12 months (in case income is sourced from foreign remittances, pensions, etc.) with authorization from the depositor to conduct bank verification indicating the following information (account name, type, number, opening date, depository bank, signature over printed name of depositor and details of credit investigator from Pag-IBIG Fund).
- If income is derived from rental payments, submit a Notarized Lease Contract and proof of ownership or rights over the property subject of lease (1 photocopy)
- Certified True Copy of Transport Franchise issued by appropriate government agency (LGU for tricycles, LTFRB for other PUVS, MARINA for sea transportation) and a valid Official Receipt/Certificate of Registration (1 photocopy)
- Certificate of Engagement issued by owner of business/person availing of services (1 original copy)
- ITR BIR Form No. 1701 for fees on professional services, commissions, or services rendered for the last 12 months. You should submit ITR BIR Form No. 2307 (1 photocopy) to support/supplement the income document mentioned above.
- Other documents that would validate source of income
How To Apply for Pag-IBIG 4PH Program
Step 1 — Talk to your local government unit (LGU) and have yourself listed as a beneficiary under the Pambansang Pabahay Para sa Pilipino Housing or the 4H Program.
Step 2 — Inquire to your LGU about the projects of the 4PH Program in your place. You need to pick your desired program and hand overthe requirements set by the LGU in the pre-qualification assessment.
Step 3 — Ready your Pag-IBIG Housing Loan Application. The LGU will submit the list of qualified applicants to Pag-IBIG Fund for the Pag-IBIG Housing Loan assessment and processing to start.
Step 4 — A pre-qualification assessment will be conducted by the LGU to finalize the official list of the 4PH beneficiary.
