Guide on Requirements for 4PH Program Applicants Must Submit

PAG-IBIG 4PH REQUIREMENTS – Overseas Filipino Worker (OFW) members may apply for the housing offer by submitting the following documents.

In the Philippines, one of the most popular entity in terms of Housing Loans is the Pag-IBIG Fund. Undeniably, compared to most banks, there is a bigger number of Filipinos availing the housing loan offer of the Fund.

The Pag-IBIG Housing Loan offer is open for several purposes. A member of the Fund may apply for it to finance the purchase of a residential property, house construction, home renovation, and home loan take-out. You may also apply for it to finance the combined purposes of lot purchase and house construction.

However, what many people don’t know is that the Fund now has a more affordable housing loan offer. It is under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program.

Under the Pambansang Pabahay Para sa Pilipino Housing (4PH) Program of the Department of Human Settlements and Urban Development (DHSUD), members of the Pag-IBIG Fund have a chance to own residential properties in a much more affordable way.

The 4PH Program comes along with subsidies thus, it is easier for the borrowers to repay the amount borrowed. Who are qualified to apply for the loan offer? Before checking the Pag-IBIG 4PH requirements for submission, a member must first pass the following qualifications:

  • active Pag-IBIG member with at least 24 months savings
  • a local government unit (LGU) and DHSUD nominee based on the prioritization of the beneficiaries in accordance with the following:
    • a first-time homeowner (Non-first-time homeowners may still apply for the Housing Loan offer provided the interest subsidy will be waived
    • within the low-income classification
  • 65 years old or below at the time of the loan application and 70 years old and below at the time of the loan maturity
  • with legal capacity to acquire and encumber real property
  • with no Pag-IBIG housing loan foreclosed, cancelled, bought back, or voluntarily surrendered
  • with no outstanding Pag-IBIG Short Term Loan (STL) in arrears at the time of application
  • has passed the satisfactory background/credit and employment/business checks

What are the Pag-IBIG 4PH requirements for application? The loan offer is open not only for the locally-salaried and the self-employed members of the Fund. Even the overseas Filipino worker (OFW) members may avail it.

If you are an OFW, here are the Pag-IBIG 4PH requirements for application:

  • two (2) copies of completely filled-out Housing Loan Application Form
  • one (1) valid Identification Card with photo and signature
  • updated Real Estate Tax Receipt/s as of the quarter immediately preceeding the date of application
  • Health Statement Forms
  • proof of income:
    • Employment Contract duly certified by POEA, Philippine Consular Office at Host Country within the past 12 months
      • CEC written on the Employer/Company’s official letterhead (1 original copy); or
      • CEC signed by employer (for household staff and similarly situated employees) supported by a photocopy of the employer’s ID or passport (1 original copy);
    • Other applicable documents as may be needed:
      • Payslip indicating income received and period covered (1 photocopy)
      • Valid OWWA Membership Certificate (1 photocopy)
      • Overseas Employment Certificate (1 photocopy)
      • Passport with appropriate Working Visa (1 photocopy)
      • Residence card/permit to stay indicating work as the purpose (1 photocopy)
      • Bank remittance record (1 original copy)

Step 1 — Go to your local government unit (LGU) and inquire if you can be listed as a beneficiary under the Pambansang Pabahay Para sa Pilipino Housing or the 4H Program.

Step 2 — Check with your LGU about the projects of the 4PH Program in your place. Choose your desired program and prepare the requirements set by the LGU in the pre-qualification assessment. Submit the documents required by your LGU.

Step 3 — Prepare the Pag-IBIG Housing Loan Application. The LGU will submit the list of qualified applicants to Fund for the Pag-IBIG Housing Loan assessment and processing to start.

Step 4 — Wait for the pre-qualification assessment which is conducted by the LGU. It is done to finalize the official list of the 4PH beneficiary.
