HOLIDAY PAY FOR OCTOBER 31 – The Department of Labor and Employment (DOLE) has released the guidelines for the special non-working day.

In the Philippines, the state entity that issues advisories on the additional pay for employees during holidays is the Department of Labor and Employment or more popularly called DOLE. While the rates for a special non-working day and a regular holiday are already prominent, prior to every holiday, the state entity releases a reminder for employers and a guide for employees.

Among the events in the Philippine holidays 2025 list are the All Saints’ Day and the All Souls’ Day celebrations which are held every 1st and 2nd days of November. Usually, the day prior to it, October 31, is also announced as a holiday.

The sitting president often announces October 31 as a holiday to give the working Filipinos who are set to return to their hometowns the time for travel. Undeniably, it is usually a very busy day in bus terminals and ports across the nation.

Malacañang recently released the Proclamation No. 727 signed by President Ferdinand “Bongbong” Marcos Jr. which declared October 31 as a special non-working day. Pursuant to the Labor Advisory No. 13, series of 2025, the following holiday pay for October 31 applies:

  • “No work, no pay” rule applies on a special non-working holiday unless the company/employer has a special agreement
  • Employees who report to work are entitled to receive a holiday pay for October 31 that is equivalent to 30% of the basic wage for the first eight hours
  • If the employee engages in an overtime work, he/she is entitled to an additional holiday pay for October 31 equivalent to 30% of the hourly rate of the said day
  • If October 31 is also a rest day of the employee who will report to his/her job, the employee must be paid an additional 50% of the basic wage for the first eight hours of work
  • For overtime work during a special non-working day that also falls on a rest day of the employee, he/she is entitled to an additional holiday pay for October 31 equivalent to 30% of the hourly rate on the said day
