Pres. Bongbong Marcos Signs Orders for Incentives, Gratuity Pay of Gov’t Employees
BONGBONG MARCOS – The President approved the Administrative Orders for the service recognition incentives and the gratuity pay.
Every December, many working Filipinos are excited about their Christmas bonus and their 13th-month pay. In the case of regular employees of the government, they usually receive their 13th-month pay between June or July and they get their 14th-month pay late November. Every December, many government workers receive the special recognition incentive or SRI.

Recently, Pres. Bongbong Marcos approved the Administrative Order 40. dated December 11 which grants the service recognition incentive of the employees of several offices and agencies in the government. It is a one-time P20,000 cash incentive for the employees.

Based on the A.O. 40, covered in the said one-time SRI release are the workers in the Executive branch, the civilian employees of state universities and colleges, the civilian employees of national government agencies, and the civilian employees of government-owned or -controlled corporations whether holding regular, contractual, or casual positions.
The order also grants a one-time SRI under the Department of Interior and Local Government (DILG) for the following:
- military personnel of the Armed Forces of the Philippines (AFP) under the Department of National Defense
- uniformed personnel of the Philippine National Police
- uniformed personnel of the Philippine Public Safety College
- uniformed personnel of the Bureau of Fire Protection
- uniformed personnel of the Bureau of Jail Management and Penology
Moreover, the following are also eligible for the SRI based on the Administrative Order signed by Pres. Bongbong Marcos as per a report on GMA News:
- uniformed personnel of the Bureau of Corrections under the Department of Justice (DOJ)
- uniformed personnel of the Philippine Coast Guard under the Department of Transportation
- uniformed personnel of the National Mapping and Resource Information Authority under the Department of Environment and Natural Resources
While the regular employees receive an SRI, the contract of service and job order employees will receive their gratuity pay of up to P7,000. Based on another report, in the Administrative Order (AO) No. 39 and signed by Pres. Bongbong Marcos on December 11, the COS and JO workers don’t receive the same privilege like what the regular employees of the government enjoy.
The A.O. covers the contract and job order employees in the national government agencies, the state universities and colleges, the government-owned or -controlled corporations and the local water districts.
To receive the gratuity pay, a COS or job order worker should have rendered a total or an aggregate of at least four months of service as of December 15 and whose contracts remain in effect on the same date to receive up to P7,000. Meanwhile, those who have rendered less than four (4) months of satisfactory service may still get their gratuity pay on a pro-rata basis:
- If the worker renders work but less than four months of service, he/she will receive a gratuity pay not exceeding P6,000
- If the worker renders two months but less than three months of service, he/she will get gratuity pay not exceeding P5,000
- If the worker renders two months but less than two months of service, he/she will receive a pay not exceeding P4,000.
“Granting a year-end Gratuity Pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various programs, activities, and projects (PAPs) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges,” the AO stated.
