The Commission on Higher Education (CHED) has carefully set a list of the eligibility criteria for aspiring scholars. To qualify for an application, the student applicant must possess the following qualities:

  • a Filipino citizen.
  • a high school graduate or currently in the process of completing high school, and their academic performance is measured by the General Weighted Average (GWA)
  • To be considered for the FSSP and FPESPA, the GWA must be 96% or higher.
  • For the Half-SSP and Half-PESPA, the GWA should fall within the range of 93% to 95%.
  • The total annual gross income of the applicant’s parents or guardian should not exceed Four Hundred Thousand Pesos (PhP 400,000). However, if the income surpasses this amount, the applicant can provide written certification or medical evidence of a family member’s illness, or school certifications showing that two or more dependents are currently enrolled in college.
  • Applicants are limited to benefiting from only one government-funded financial assistance program.
