Guide on August 21 Holiday Pay Rules in PH as per DOLE Advisory
AUGUST 21 HOLIDAY PAY RULES – The Department of Labor and Employment (DOLE) issued a labor advisory for the special non-working day in celebration of the Ninoy Aquino Day in the Philippines.
Every year, there are several holidays in the Philippines. There list of Philippine Holidays 2025 includes regular holidays wherein both classes in all levels in schools and work in both private and public sector are suspended and special non-working days that suspend work in government offices. One of the special non-working days in the country is in commemoration of the death of the late former Senator Benigno Aquino Jr. or more popularly known as Ninoy Aquino.

Ninoy Aquino has served as a governor of the province of Tarlac before he became one of the senators in the Philippines during the term of the late former dictator Ferdinand E. Marcos Sr. He was known as an opposition senator and several events in the history of the Philippines marked the decade-long gap between the Aquinos and the Marcoses.

Aquino Jr. was married to the late former President Corazon “Cory” Aquino who became the country’s first female president after Marcos Sr. was ousted through the historic EDSA People Power Revolution. However, prior to her presidency, on August 21, 1983, the Aquino family grieved the unexpected death of the former Senator.
Ninoy Aquino Jr. was assassinated at the then Manila International Airport even before he set foot on Philippines grounds again after several years. He is survived by his wife, Cory, and their children — Maria Elena, Victoria Elisa, Benigno III, Pinky, and Kris. Since then, the Filipinos commemorate the death of Ninoy every August 21.

The Ninoy Aquino Day is a special non-working day in the Philippines and there are August 21 holiday pay rules for the employees who will be reporting to work. Recently. DOLE released a labor advisory on how much the workers will get as an additional pay.
Here is a guide on the August 21 holiday pay rules in commemoration of the Ninoy Aquino Day:
- If the employee does not work, the “no work, no pay” principle shall apply unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day;
- For work done during the special day, the employer shall pay the employee an additional 30% of the basic wage on the first eight hours of work (Basic wage x 130%);
- For work done in excess of eight hours, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 130% x 130% x number of hours worked);
- For work done during the special day that also falls on the employee’s rest day, the employer shall pay the employee an additional 50% of the basic wage on the first eight hours of work (Basic wage x 150%); and
- For work done in excess of eight hours during the special day that also falls on the employee’s rest day, the employer shall pay the employee an additional 30% of the hourly rate on said day (Hourly rate of the basic wage x 150% x 130% x number of hours worked).
