In the Philippines, aside from the calamity loans provided by the state-run social insurance giants like the Social Security System or SSS and the Government Service Insurance System or GSIS, another thing that Filipinos affected by calamities may turn to is the Emergency Cash Transfer or ECT extended by the Department of Social Welfare and Development.
Aside from the DSWD Educational Cash Assistance offer, it also has the DSWD Emergency Cash Transfer which is a “post-disaster intervention” that is designed to help the Filipinos in areas declared under a State of Calamity in addressing their survival needs, purchasing medicines and other healthcare needs, and financing the immediate repair of their shelters.

- the local market in the affected area should be operational so the Emergency Cash Assistance can be used in the purchase of goods and services
- the need for assistance is included in the Post-Disaster Needs Assessment (PDNA) report
There is a process with regards to the release of the Emergency Cash Transfer by the Department of Social Welfare and Development. Here are the important points observed:
- Declaration of State of Calamity — The ECT program is open for the beneficiaries who are living in areas declared under a State of Calamity.
