A few days ago, Philippine President Bongbong Marcos signed the SIM Card Registration Act. The said measure was the first bill signed by the Chief Executive into law. It orders the mandatory registration of the SIM Card users.

In the Philippines, there are giant telecommunication companies including Globe, Smart, and DITO. The telcos are given the time to prepare for the implementation of the SIM Card Registration Law. According to the Department of Information and Communications Technology (DICT), the implementing rules and regulations or IRR of the new measure will be out 60 days after its effectivity. The law is effective after 15 days since it was published in the Official Gazette.

The new law breeds hope that the spamming and scamming incidents through SMS will be lessened. Although many key officials noted that the measure may not be able to fully eradicate such incidents, they affirmed that it may reduce the number of spamming and scamming.

While the IRR which is set to serve as the blueprint in the implementation of the SIM Card Registration Law has yet to be released, there are quite general information regarding the process and the requirements in the registration.

  • Full Name
  • Date of Birth
  • Gender
  • Address
  • SIM number
  • Serial number

Step 2 – Present a valid document issued by a government agency. It must bear the SIM card user’s photo. Based on the article, the following are accepted:

  • Social Security System (SSS) ID
  • Government Service Insurance System e-Card
  • passport
  • Driver’s License issued by the Land Transportation Office (LTO)
  • police clearance
  • National Bureau of Investigation (NBI) Clearance
  • Bureau of Internal Revenue (BIR) ID
  • Professional Regulation Commission (PRC) ID
  • Voter’s ID
  • Unified Multi-purpose Identification (UMID) Card
