The Land Transportation Office (LTO) is the government body that issues a driver’s license to qualified drivers. The application take both a written and actual exam as part of the application process. It is also where the vehicles running in the Philippine roads are registered.

The Land Transportation Office launched an online portal, the and Transportation Management System or the LTMS, where the people may begin the initial steps in applying for a driver’s license, registering a vehicle, renewing their car registration, etc.
You need to register to the LTMS Portal of the Land Transportation Office (LTO) to be able to avail the online services it offers. Even individuals who have yet to secure a driver’s license may register for an account.
Visit the LTO Online Portal
Access the Land Transportation Management System or the LTMS Portal online. Make sure you have a stable internet connection to avoid wasting time before you successfully register to the platform. You can register using a computer or a mobile phone.
Click the “Register Now” Button
You will see two (2) buttons — one is the “Register Now” while the other is the ‘Log In” button. Click the “Register Now” button and sign up on the LTMS portal.
Read the Terms and Conditions
Read the Terms of Service and tick the box if you agree with them. Provide the CAPTCHA to prove that you are not a robot.
Enter your Driver’s License Details
If you already have a Driver’s License, click “Yes” and fill out the online form by providing the details requested in the form. If you have yet to apply for a driver’s license, click “No” and proceed with the registration. Fill out the form with all the necessary information asked.
State a valid and working email address. It will help you in accessing your LTO portal account in case you forget your password.
Verify your Account
Proceed with the verification of your LTO portal account by accessing your email address and clicking on the verification email sent by the LTO. Make a password composed of eight characters. You will receive the verification email within 24 hours since you registered for an account at LTMS.
