SK MEMBER SALARY – Here is a guide on the maximum rate that a barangay can give as honoraria based on its city location.

In the Philippines, part of the government levels is the Sangguniang Kabataan which is the youth government in the country. It is spearheaded by the SK chairman or chairperson and further composed by seven (7) SK members.

The officials of the Sangguniang Kabataan are determined through an election just like the barangay officials. Individuals who are between 18 to 30 years old may vote for the SK category during the local poll.

With regards to the benefits received by the Sangguniang Kabataan chairperson and members, they don’t actually receive a salary but an honoraria. The said honoraria which is widely called the SK member salary has no fixed rate. Meanwhile, the benefits are fixed such as the following:

  • Exempted from paying tuition and matriculation fees during studies in state colleges and universities.
  • Exempted from participating in the National Service Training Program (NSTP).
  • PhilHealth Coverage
  • Reimbursement on expenses during travel related to SK activities

As mentioned earlier, the SK member salary is not fixed. However, under the Local Budget Circular No. 149 of the Department of Budget and Management (DBM), there is an honoraria ceiling based on the location of the city or municipality to which the barangay belongs.

Here are the maximum rates allowed based on the location of the barangay for the honoraria of SK members:

In the case of SK chairperson, there are additional benefits for the person elected to lead the Sangguniang Kabataan in a barangay. They are considered ex officio member of the Sangguniang Barangay.
